The Ministry of Justice and Attorney General provides a fair justice system that upholds the law and
protects the rights of all individuals in Saskatchewan; promotes safe and secure communities; and
provides legal and justice policy advice to government.

The Public Complaints Commission is responsible for ensuring that both the public and police receive a
fair and thorough investigation of a complaint against a police officer or an investigation of a possible
criminal offence by a police officer.

The Commission is seeking one highly skilled and experienced individual for the permanent full-time
position of Serious Incident Response Team (SIRT) Investigator. As a SIRT Investigator, you will play an
essential role in enhancing public confidence in policing and ensuring police accountability by
conducting timely and high-quality investigations into serious incidents involving police officers and
special constables in Saskatchewan.

Reporting to the Civilian Executive Director, the SIRT Investigator will be responsible for:
• Investigating incidents under Section 91.08 of The Police Act, 1990 (SK). This includes incidents
involving serious injury or death of any person, or any matter of significant public interest that
may have resulted from the actions of a police officer or special constable;
• Conducting investigative interviews, preparing comprehensive documentation, identifying and
securing evidence, completing reports necessary for court proceedings and appearing as a
witness during trials or other hearings;
• Drafting investigative reports including Reports to/Briefs for Crown Counsel; and
• Establishing credibility within the community, including law enforcement, First Nations, Metis,
and other cultural communities.
As our successful candidate you will have strong communication skills and:
• Extensive knowledge of legislation including but not limited to the Criminal Code of Canada, The
Police Act, 1990 (SK), Controlled Drugs and Substances Act, and other relevant federal or
provincial statues is required, ensuring you are conducting comprehensive, competent, impartial
and timely investigations;
• Comprehensive knowledge and experience applying the methods and techniques involved in
complex criminal investigations, including major case management (MCM);
• Knowledge of the rules of evidence to supervise the collection and preservation of evidence;
• Significant analytical skills and expertise;
• Be skilled in interviewing techniques and statement taking, conflict resolution, and be able to
demonstrate sensitivity and discretion when dealing with those impacted by investigations;
• Extensive experience in use of major case management (MCM) principles including experience
as a member of the command triangle. This experience is typically gained during the course of
the investigation of major and/or complex crimes including homicide, sexual assault, and breach
of trust.

• Experience in preparing and applying for judicial authorizations to obtain evidence, including
production orders, search warrants, and general warrants; and
• Knowledge of multi-cultural beliefs, values, and perspectives particularly of Indigenous people.

You will demonstrate:

• The ability to be neutral and impartial to ensure the integrity of the investigative process along
with the ability to function calmly under difficult circumstances;
• Confidence and comfort in your investigative abilities in order to effectively interview witnesses
from a variety of different backgrounds, including those who may possess investigative training
and experience; and
• Motivation, and thrive on collaborating with a diverse investigative team working towards
critical investigative goals.

Typically, the knowledge, and experience required for success in this position would be obtained
through 10 years of experience in public law enforcement with at least 5 years combined in the capacity
of a dedicated major crimes officer, federal enforcement section, general investigation section, criminal
investigations unit or professional standards unit.

Candidates must be prepared to be on-call at all hours and travel anywhere within Saskatchewan. Some
travel outside of Saskatchewan may be required.

Prior to being hired, you must:
• Have previously been or are currently qualified in “use of force” including being qualified in the
use of firearms, OC spray and expandable batons consistent with or equivalent to the
Saskatchewan Police College standards and will be able to maintain that standard during your
employment;
• Produce a valid Saskatchewan Class 5 driver’s license or equivalent;
• Produce a driver’s abstract obtained within the previous three months which demonstrates a
safe and responsible driving record; and

• May be asked to have a satisfactory psychological assessment based on the Minnesota Multi-
phasic Personality Inventory-2 (MMPI-2).

To be eligible for this opportunity, selected candidates will be required to undergo an enhanced security
screening process and obtain and maintain a security clearance as a condition of employment.

Background checks including a review of previous law enforcement service history and disciplinary
history will be considered. The successful candidate must be eligible for appointment as a Special
Constable pursuant to The Police Act, 1990 (SK).
