Job Description / Duties

Working within the Combined Forces Special Enforcement Unit – BC (CFSEU-BC), the Organized Crime Agency of BC (OCABC) is recruiting an experienced, hard-working, self-motivated candidate to provide oversight of all intelligence-led units and strategies in order to target and disrupt the organized crime groups that pose the highest risk to public safety in support of the CFSEU-BC’s Strategic Plan.

Reporting to the CFSEU-BC Deputy Operations Support Officer, the Intelligence Unit Inspector will be responsible for:

 Exemplifying our Core Values: Integrity, Inclusivity, Innovation, Accountability, Collaboration, Tenacity

 Leading, directing and coordinating the activities of the CFSEU-BC Intelligence Unit, Provincial Tactical

 Enforcement Priority (PTEP) and other intelligence related programs throughout the province of BC

 Directing the intelligence gathering operations on organized crime

 Managing the administrative, operational and financial activities of the Intelligence Unit in alignment with the
CFSEU-BC Strategic Plan

 Responsible for development and maintenance of information sharing agreements in accordance with
national and provincial legislation

 Providing direction and leadership in the development of the Intelligence Unit at the CFSEU-BC

 Overseeing the management and analysis of intelligence generated by the CFSEU-BC Intelligence Unit

 Providing oversight and direction on the design and development of intelligence-led strategies at the CFSEUBC

 Briefing the Senior Management Team on actionable intelligence which will inform CFSEU-BC’s investigation
and enforcement strategies throughout the province and support the CFSEU-BC Strategic Plan

 Developing and maintaining an extensive network of contacts with law enforcement officials, private sector,
intelligence agencies and government departments regarding gangs and organized crime

 Exchanging intelligence with Canadian and foreign law-enforcement agencies

 Liaising with the RCMP and/or other provincial and municipal police agencies to share best practices in regard
to gathering, disseminating and disclosing intelligence to combat organized crime in BC

 Liaising with Crown Counsel (Provincial and PPSC) as necessary to support operations

 Coordinating / sharing intelligence with CISBC/Yukon Territory and CISC

Qualifications / Required Skills

This is a Sworn Police position who will be flexible and willing to work extended shifts, weekends and answer calls
after hours, with travel and work throughout BC and Canada, as required. We are looking for a strong team player
with proven expertise and leadership skills and the following qualifications:

 Minimum 15 years of applicable experience as a police officer with leadership experience as a Commissioned
Officer would be an asset

 A University degree and/or completion of senior police administration and/or executive development
courses for police officers or equivalent would be an asset

 Formal training and extensive experience managing confidential informers and the use of police agents

 Formal Team Commander training and Team Commander Accreditation would be an asset

 Proven ability to lead in a unionized police environment

 Ability to develop policy and operational frameworks in support of the criminal intelligence process

 Outstanding leadership and human resource management skills

 Knowledge of best practices in criminal intelligence including tactical and strategic intelligence gathering,
analysis, and sharing of intelligence products

 Knowledge and experience in safeguarding criminal intelligence and open source information

 Knowledge of the Provincial Tactical Enforcement Priority (PTEP) program

 Knowledge of Outlaw Motorcycle Gang criminal activity and intelligence gathering best practices

 Experience in an integrated policing organization or with joint forces operations would be an asset

 Knowledge of relevant information, privacy legislation and experience with information sharing best practices
and agreements would be an asset

 Excellent written and oral communication skills

 Ability to work flexible hours and travel as required to meet organizational needs

 Strong interpersonal skills with the ability to work cohesively in a dynamic team environment

 Formal training and experience in creating a Respectful Workplace and addressing Harassment in the Workplace would be an asset

 Ability to obtain and maintain a RCMP police security clearance

Additional Information

This is an Exempt sworn member position, working 40 hours per week. This position requires in-office attendance.

Salary: Annual Salary: Commensurate with Municipal Police Compensation at Equivalent Rank
