Leadership/Management The Assistant Director plays a crucial role in overseeing and delivery operational support along with the training and qualifications of ISO supervisors, security personnel, and contractors. This includes responsibilities such as hiring, training, conducting performance appraisals, and fostering team building through effective communication. This position ensures that all personnel adhere to the Provincial Code of Conduct and maintain a high standard of professionalism and equity within the UMSS.
In addition to personnel management, the Assistant Director is responsible for the development and implementation of training programs in line with ISO legislation and regulations. These programs cover various essential areas such as conflict resolution and crime prevention. The Assistant Director also maintains and updates protocols and operating procedures to align with corporate security best practices and provincial legislation, ensuring compliance with the Manitoba Police Act and other relevant laws, regulations and processes.
Furthermore, the Assistant Director participates in the Emergency Response Management team and is on call for emergencies. In the absence of the Director, the Assistant Director is responsible for keeping senior management informed of security matters, and submitting monthly reports and representing the Director on various committees. The Assistant Director must qualify and act as a Designated Official for the university under the Federal Controlled Goods Program, and conduct security clearances and evaluations pursuant to program conditions.
Administrative
The Assistant Director oversees the daily administrative functions related to ISO qualifications, including quality assurance of reports and records. They will prepare and distribute various administrative, intelligence, and operational support reports, maintaining compliance with regulations, licensing and best practices. In addition, the Assistant Director manages all physical security equipment and software systems, assists with budget administration, and reconciles payroll.In the absence of the Director, this position will assume responsibility for the operation of the department.
Security & Crime Prevention
The Assistant Director is responsible for managing the University’s Emergency Notification System activation protocols and providing input and guidance to the Emergency Response Plan and Business continuity protocols. This position will oversee portions of the Closed Circuit Television (CCTV) program, including the identification of appropriate equipment, acquisition and deployment along with maintenance of all supporting software, servers and related hardware.
Additionally, the Assistant Director reviews campus security arrangements and policies, making recommendations based on Crime Prevention Through Environmental Design (CPTED) principals. They assist in developing strategies and programs aimed at reducing crime and enhancing safety, coordinating crime prevention initiatives, and collaborating with internal and external stakeholders to ensure the safety of the University community. The Assistant Director reviews daily incident reports from security personnel to maintain departmental standards and provincial requirements, ensuring that follow-up investigations are completed and necessary actions are taken, including informing the Director and relevant authorities as required.
Public Relations
The Assistant Director will represent the Security Services Department in an official capacity to both internal and external agencies, and ensures that operational expectations are met through effective communication and collaboration. Additionally, this position provides education, training and resource information for the campus community and will make presentations at in-person events. Other duties as assigned.
EDUCATION: – University degree in a related discipline or equivalent combination of training and experience required.
– Certified Protection Professional (CPP) designation or the ability to obtain such designation within 12-months of hiring as a condition of employment OR equivalent combination of training, qualifications and experience.
– Must qualify and maintain an Institutional Safety Officer Designation.
– Must qualify and maintain a Provincial Security Designation.
– Must qualify and maintain qualifications as Designated Official under the Canadian Controlled Goods Program.
– Must possess and maintain a clear criminal record, and a clear adult and child abuse registry record.
EXPERIENCE:
– Minimum five years’ experience as a mid or senior manager in a unionized environment.
– Experience in a corporate or private security management role or experience in a public policing mid or senior management role required.
– Experience with administrative/intelligence reports, policy development and operational support planning required.

– Certification in Crime Prevention Through Environmental Design (CPTED®)
– Certified Protection Professional (CPP or PSP) – Certified Business Continuity Professional (CBCP)
– Human Resources Certifications (Including but not limited to SHRM, SHRM-SCP, CIM, CHRP)
– Intelligence Analysis Qualification
