MWLE was founded and established with the help of the Manitoba Association Chiefs of Police (MACP) in 2026 and is lead by Patrol Sergeant Jody Rogers (Winnipeg Police Service) with board members from the following agencies: Brandon Police Service, Canada Border Services Agency, Manitoba First Nations Police, Ontario & Prairie/Arctic Region Conservation & Protection, Royal Canadian Mounted Police, and the Winnipeg Police Service.
