About the MACP<\/h1><\/div>Manitoba Association of Chiefs of Police<\/h2><\/div>The objective of the Association is to encourage and develop the co-operation of its members as a management association for the purpose of leading the development of policing in Manitoba and representing police leadership to the people, Minister of Justice and the Government of Manitoba.<\/p>\n

<\/span><\/div><\/div>Deputy Chief<\/strong><\/h6><\/div>President, MACP<\/h6><\/div>Scot Halley<\/h4><\/div>Deputy Chief Scot Halley joined the Winnipeg Police Service in July 1994. \u00a0Throughout his career, Deputy Chief Halley has worked in various areas of the Service, including General Patrol, Criminal Investigations, Emergency Response Unit, Community Support, Homicide Unit (Cold Case), Organized Crime Unit, Human Resources Division, Street Crime Unit, Tactical Support Team and Canine Unit.<\/p>\n<\/div>
<\/i><\/i><\/span>Read more about Deputy Chief Halley<\/span><\/a><\/h4><\/div>\nIn 2011, he was promoted to the senior management rank of Inspector being assigned to Uniform Operations in the Duty Office for two years where he was responsible for overseeing the day-to-day street operations of the Service.\u00a0 In 2013, he assumed the role of Commander of the Community Support Division, which was then comprised of the Central Traffic Unit and the Community Relations Unit.\u00a0 In April of 2014, Deputy Chief Halley returned to Uniform Operations once again when he was given command of Division 11 (Central Division) and was responsible for the overall leadership and operation of the Division.<\/p>\n
In June 2016, Deputy Chief Halley joined the Executive Management Team as a Superintendent where he was assigned to the Organizational Support Branch, Operational Support Branch, and, most recently, the Uniform Operations Branch.<\/p>\n
During his tenure as a Superintendent, Deputy Chief Halley served as the Executive Officer in Charge of all major events, crowd gatherings, and special operations.\u00a0 These include the Winnipeg Jets 2018 playoff run, the Winnipeg Blue Bombers 2019 Grey Cup Championship celebrations, the VIP visits of President Obama, former First Lady Michelle Obama, the Supreme Court of Canada, Government of Canada Federal Cabinet, and the yearly Canada Day celebrations.<\/p>\n
He was promoted to Deputy Chief of Operations in May 2021 and currently oversees the Uniform Operations and Operational Support Branches.\u00a0 He is responsible for General Patrol, the Duty Office, Special Operations, 911 and Communications, Traffic, Community Relations, and Reports and Records Management.<\/p>\n
Deputy Chief Halley is a recipient of the Police Exemplary Service Medal from the Governor General of Canada and a Winnipeg Police Service Commendation.\u00a0 He is the President of the Manitoba Association of Chiefs of Police, serves on the Board of Directors for the Canadian Association of Chiefs of Police, and is a member of the International Association of Chiefs of Police.\u00a0 Deputy Chief Halley also sits on the Board of Governors for the Canadian Corps of Commissionaires (Manitoba Division) and was a member of the Rossbrook House Board of Directors for ten years.<\/p>\n
As a graduate of the 260th<\/sup> session of the Federal Bureau of Investigation National Academy (FBINA). Deputy Chief Halley is currently the Vice-President of the Northwest Chapter of the FBINA Associates and has served as the Coordinator of the FBINAA Youth Leadership Program since 2016.<\/p>\nDeputy Chief Halley received his Bachelor of Arts Degree (English) from the University of Manitoba in 1990. He was accepted into the Izzy Asper School of Business later that same year, where he pursued his Bachelor of Commerce (Honours) degree prior to joining the Winnipeg Police Service.\u00a0 He was born and raised in Pinawa, Manitoba, prior to moving to Winnipeg to attend the University of Manitoba.\u00a0 He is married, the proud father of two, a dedicated hockey coach, and, recently, a cancer survivor.<\/p>\n<\/div><\/div><\/div><\/div><\/div>

Assistant Commissioner Scott McMurchy joined the RCMP in 1990.\u00a0 He was first posted in F Division to Southey, SK, followed by postings in La Loche and Pelican Narrows, SK.\u00a0 In 1998, he was transferred to the Regina Integrated Drug Unit and then in 2002 was promoted to Corporal at Yorkton Municipal Detachment.<\/p>\n<\/div>

Scott was born in Manitoba and grew up in The Pas.\u00a0 He is a graduate of the University of Manitoba (BA \u2013 Criminology).\u00a0 Scott is an avid sports enthusiast and continues to play hockey. Bringing over 20 years of extensive Finance and Accounting experience across various industries such as Hospitality, Insurance, and Information Technology, she transitioned to the WPS in November 2017 after a decade-long tenure in Healthcare at the provincial level.<\/p>\n<\/div>

He has also been very active internationally as one of three Canadian representatives to Europol and Arin-Carib where he was responsible to educate and provide advice on international investigations involving money laundering and organized crime.<\/p>\n
Prior to joining Manitoba Justice, Gord was a member of the Winnipeg Police Service Executive where he held the rank of Superintendent and as part of his duties oversaw the operations of the Criminal Investigation Bureaus, as well as the Manitoba Integrated Organized Crime Task Force.<\/p>\n
As a result of Gord\u2019s work as a lawyer and police officer, he has been inducted as an Officer into the Canadian Order of Merit of Police Forces and is the recipient of the Officer of Merit medal for national and international leadership related to organized crime and law reform.\u00a0 He is also a recipient of the Queen\u2019s Golden Jubilee Medal for leadership and contribution to strategic planning and legislative reform related to national policing initiatives as well as the Minister of Justice and Attorney General Exemplary Service Medal for exceptional and progressive leadership.<\/p>\n
Gord has spent considerable time as an adjunct professor at the University of Winnipeg where he has been active in teaching criminal law and policing courses and has published numerous articles in Canada, the US, and Australia.<\/p>\n<\/div><\/div><\/div><\/div><\/div>

She joined the Finance Division of the Winnipeg Police Service in 2023 as an Accountant Technician. In this role, she provides financial support to various divisions throughout the Service. As part of her portfolio, Tamara also provides financial support to the MACP. In her spare time, Tamara is working on completing her Commerce degree through Athabasca University as a stepping stone to the CPA program.<\/div><\/div><\/div><\/div><\/div><\/div><\/div><\/div>
The objective of the Association is to encourage and develop the co-operation of its members as a management association for the purpose of leading the development of policing in Manitoba and representing police leadership to the people, Minister of Justice and the Government of Manitoba.<\/p>\n

Scot Halley<\/h4><\/div>
Deputy Chief Scot Halley joined the Winnipeg Police Service in July 1994. \u00a0Throughout his career, Deputy Chief Halley has worked in various areas of the Service, including General Patrol, Criminal Investigations, Emergency Response Unit, Community Support, Homicide Unit (Cold Case), Organized Crime Unit, Human Resources Division, Street Crime Unit, Tactical Support Team and Canine Unit.<\/p>\n<\/div>

\nIn 2011, he was promoted to the senior management rank of Inspector being assigned to Uniform Operations in the Duty Office for two years where he was responsible for overseeing the day-to-day street operations of the Service.\u00a0 In 2013, he assumed the role of Commander of the Community Support Division, which was then comprised of the Central Traffic Unit and the Community Relations Unit.\u00a0 In April of 2014, Deputy Chief Halley returned to Uniform Operations once again when he was given command of Division 11 (Central Division) and was responsible for the overall leadership and operation of the Division.<\/p>\n
In June 2016, Deputy Chief Halley joined the Executive Management Team as a Superintendent where he was assigned to the Organizational Support Branch, Operational Support Branch, and, most recently, the Uniform Operations Branch.<\/p>\n
During his tenure as a Superintendent, Deputy Chief Halley served as the Executive Officer in Charge of all major events, crowd gatherings, and special operations.\u00a0 These include the Winnipeg Jets 2018 playoff run, the Winnipeg Blue Bombers 2019 Grey Cup Championship celebrations, the VIP visits of President Obama, former First Lady Michelle Obama, the Supreme Court of Canada, Government of Canada Federal Cabinet, and the yearly Canada Day celebrations.<\/p>\n
He was promoted to Deputy Chief of Operations in May 2021 and currently oversees the Uniform Operations and Operational Support Branches.\u00a0 He is responsible for General Patrol, the Duty Office, Special Operations, 911 and Communications, Traffic, Community Relations, and Reports and Records Management.<\/p>\n
Deputy Chief Halley is a recipient of the Police Exemplary Service Medal from the Governor General of Canada and a Winnipeg Police Service Commendation.\u00a0 He is the President of the Manitoba Association of Chiefs of Police, serves on the Board of Directors for the Canadian Association of Chiefs of Police, and is a member of the International Association of Chiefs of Police.\u00a0 Deputy Chief Halley also sits on the Board of Governors for the Canadian Corps of Commissionaires (Manitoba Division) and was a member of the Rossbrook House Board of Directors for ten years.<\/p>\n
As a graduate of the 260th<\/sup> session of the Federal Bureau of Investigation National Academy (FBINA). Deputy Chief Halley is currently the Vice-President of the Northwest Chapter of the FBINA Associates and has served as the Coordinator of the FBINAA Youth Leadership Program since 2016.<\/p>\n
Deputy Chief Halley received his Bachelor of Arts Degree (English) from the University of Manitoba in 1990. He was accepted into the Izzy Asper School of Business later that same year, where he pursued his Bachelor of Commerce (Honours) degree prior to joining the Winnipeg Police Service.\u00a0 He was born and raised in Pinawa, Manitoba, prior to moving to Winnipeg to attend the University of Manitoba.\u00a0 He is married, the proud father of two, a dedicated hockey coach, and, recently, a cancer survivor.<\/p>\n<\/div><\/div><\/div><\/div><\/div>

In 2023 Scott was promoted to the rank of Chief Superintendent in the role of Criminal Operations Officer for \u201cD\u201d Division.<\/p>\n
Assistant Commissioner Scott McMurchy joined the RCMP in 1990.\u00a0 He was first posted in F Division to Southey, SK, followed by postings in La Loche and Pelican Narrows, SK.\u00a0 In 1998, he was transferred to the Regina Integrated Drug Unit and then in 2002 was promoted to Corporal at Yorkton Municipal Detachment.<\/p>\n<\/div>

\nIn 2005, he was promoted to Sergeant as the Detachment Commander at Gillam, MB where he served until 2008.\u00a0 He was promoted to Staff Sgt\/District Advisory NCO for Manitoba North District in Thompson, Mb.<\/p>\n
A\/Comm. McMurchy was commissioned to the rank of Inspector in 2014 and served as the District Operations Officer for MND.\u00a0 He has served in a number of roles in Manitoba, including OIC Community and Indigenous Policing and Federal Serious and Organized Crime. In 2018 he was promoted to Superintendent and took on the role of the Provincial Support Services Officer and Deputy Criminal Operations Officer. \u00a0In 2023 Scott was promoted to the rank of Chief Superintendent in the role of Criminal Operations Officer for \u201cD\u201d Division<\/p>\n
Scott is married to his wife Karen who is a Public Health Nurse currently working for the Winnipeg Health Authority. They have been married for over 25 years and have one daughter, Abbey.<\/p>\n
Scott was born in Manitoba and grew up in The Pas.\u00a0 He is a graduate of the University of Manitoba (BA \u2013 Criminology).\u00a0 Scott is an avid sports enthusiast and continues to play hockey. \nEarl W. Simmons was appointed Chief Conservation Officer for the Province of Manitoba on October 27, 2021. Earl earned his Diploma in Natural Resource Management from Lethbridge College in 1986. He started with the Province of Manitoba in 1984 in seasonal positions becoming a full-time Conservation Officer in 1986. He has been posted throughout the province in positions of progressive responsibilities during his almost 40-year career, including in The Pas, Grand Rapids, Swan River, Snow Lake, Lynn Lake, Lac du Bonnet and now in the Conservation Officer HQ in Winnipeg. \u00a0Earl served most recently as the Eastern Region Superintendent in 2019 and has been Acting Chief Conservation Officer since March 2021. Tara holds the position of Executive Director of Finance at the Winnipeg Police Service (WPS). Bringing over 20 years of extensive Finance and Accounting experience across various industries such as Hospitality, Insurance, and Information Technology, she transitioned to the WPS in November 2017 after a decade-long tenure in Healthcare at the provincial level.<\/p>\n<\/div>

\nWithin the WPS, Tara leads finance-focused sessions and actively promotes financial literacy across the organization. Additionally, she serves as an Executive Member for the Canadian Police Finance Professional Group, a sub-committee of the Canadian Association of Chiefs of Police. In the fall of 2022, Tara was appointed as a Trustee to The Winnipeg Civic Employees\u2019 Benefits Program by the City of Winnipeg Council.<\/p>\n<\/div><\/div><\/div><\/div><\/div>

As Executive Director of the MACP, Gord is responsible for the day to day business, strategic planning and business development.\u00a0 Gord is a senior lawyer having spent many years working within Manitoba Justice and internationally with Europol, Interpol and the Caribbean Asset Recovery Network. \u00a0He also has 30 years of police experience much of which at the executive level.<\/p>\n<\/div>

\nIn 2009, Gord was appointed by the Attorney General of Manitoba to the position of Executive Director, Criminal Property Forfeiture for the Province of Manitoba \u2013 a senior level legal counsel position overseeing investigations and legal actions targeting assets derived from organized crime or other serious unlawful activity. He has also been very active internationally as one of three Canadian representatives to Europol and Arin-Carib where he was responsible to educate and provide advice on international investigations involving money laundering and organized crime.<\/p>\n
Prior to joining Manitoba Justice, Gord was a member of the Winnipeg Police Service Executive where he held the rank of Superintendent and as part of his duties oversaw the operations of the Criminal Investigation Bureaus, as well as the Manitoba Integrated Organized Crime Task Force.<\/p>\n
As a result of Gord\u2019s work as a lawyer and police officer, he has been inducted as an Officer into the Canadian Order of Merit of Police Forces and is the recipient of the Officer of Merit medal for national and international leadership related to organized crime and law reform.\u00a0 He is also a recipient of the Queen\u2019s Golden Jubilee Medal for leadership and contribution to strategic planning and legislative reform related to national policing initiatives as well as the Minister of Justice and Attorney General Exemplary Service Medal for exceptional and progressive leadership.<\/p>\n
